Peel and chop the potatoes into 0.5-inch pieces. Rinse and place in a microwave-safe bowl. Sprinkle with 0.5 teaspoon salt and 0.25 teaspoon black pepper. Microwave on high for 4 minutes, stir, then microwave an additional 2 to 4 minutes until potatoes are fork tender.
Heat a large skillet over medium-high heat. Add the oil and once shimmering, sauté the onion until lightly browned and barely tender, about 3 minutes. Add minced garlic and sliced kielbasa. Cook, stirring frequently, for another 3 minutes.
Add the cooked potatoes to the skillet, tossing to coat. Spread potatoes evenly and cook for 2 to 3 minutes without stirring to allow browning. Then stir and continue cooking until light golden brown.
Add cabbage to the skillet. Sprinkle with remaining 0.25 teaspoon salt and 0.25 teaspoon pepper. Toss to combine. Add water, cover, and reduce heat to medium-low. Cook for about 2 minutes until cabbage is bright green and just wilted. Taste and adjust seasoning if needed. Serve warm.
