In a large pot or Dutch oven, combine chicken breasts and chicken broth. Bring to a boil, then reduce heat and simmer until chicken is cooked through, about 20 minutes.
Remove chicken from pot and shred with two forks. Set aside.
In a medium bowl, whisk together flour, salt, and pepper. Add milk and melted butter; stir until a shaggy dough forms. Drop by spoonfuls into the simmering broth.
