Preheat your oven to 400°F (200°C). Lightly grease a baking sheet or line it with parchment paper.
In a large bowl, whisk together the flour, sugar, baking powder, baking soda, and salt.

Cut in the cold butter using a pastry blender or your fingertips until the mixture resembles coarse crumbs.

Pour in the buttermilk and stir just until the dough comes together. Do not overmix.

Turn the dough out onto a lightly floured surface and gently pat it into a 0.75-inch thick rectangle. Fold the dough in half, then pat it down again. Repeat this folding and patting process 2 more times for extra flakiness.
Cut the dough into 12 biscuits using a 2-inch round cutter. Dip the cutter in flour between each cut.
Place the biscuits on the prepared baking sheet, about 1 inch apart.
Bake for 12-15 minutes, or until golden brown on top and cooked through.
Serve warm, with butter or your favorite toppings.

These biscuits are best served fresh. They can be made ahead and reheated.
